Priority splitter not prioritizing the priority output

I set a splitter as a "Priority Splitter", with a line of outputs going to 2 different productions lines. The splitter has a total available amount at 1300/m to split among the 2 lines. One line "wants" 1500, the other line "wants" 433. No matter what configuration I use, the entire output gets sent to the line wanting 1500. Using the priority vs overflow outputs makes no difference. The only way I can restrict how much gets sent is by setting the belt speed going to the 1500 line. Thank you
